Case Background
Shenzhen Neptune Logistics Co., Ltd (hereinafter referred to as "Neptune Logistics"), a practitioner of the national "One Belt, One Road" initiative, is an early group of containerized carriers engaged in the transportation of China-European liner, and a well-known international multimodal transportation company in the Chinese industry. In June 2022, Neptune Logistics carried a batch of civil boarding corridor bridges, the length of the equipment is about 20 meters, the width and height is about 4 meters, and it was transported from Shenzhen to Russia's New Ulengoy Airport, the whole journey is about 7,000 kilometers, which is a long-distance and over-limit transportation.
The shipment put forward high requirements for the comprehensive service capacity of the whole chain, such as over-limit transportation, complete set of customs declaration, overseas customs clearance, and destination unloading, etc. The Neptune Logistics service team made concerted efforts and overcame the difficulties, and delivered the shipment successfully, which was praised by the customer.
Ideas for solving problems
Difficulty 1: Difficulty in short-term trucking and complete set of customs declaration
June 2022 is a special period, and the port has relevant prevention and control policies that restrict the entry of vehicles. The project needs to make a centralized set of declaration at the port, which requires gathering 7 vehicles in a short period of time, including over-limit transportation vehicles and ordinary transportation vehicles.
Solution: Neptune Logistics project department negotiated with the fleet in advance about the time of entering the vehicles, arranged the over-limit transport vehicles to queue up in advance outside the country, and then mobilized the ordinary vehicles according to the situation of the ordinary vehicles, organized the assembly, and declared the complete set.
Difficulty 2: Longer time to apply for over-limit transportation license outside China
The cargo belongs to over-limit equipment, which needs to apply for over-limit transportation permit before going on the road. However, it is difficult and time-consuming to apply for the over-limit transportation license outside China, and it is necessary to coordinate with the escort department after getting the license.
Solution: Neptune Logistics sent the cargo size, pictures and other information to the overseas fleet in advance, so that the fleet could declare according to the existing materials. After the fleet arrives at the port for loading and reinforcing, it will immediately follow up to apply for the overseas over-limit transportation permit, which minimizes the time for applying for the permit.
Difficulty 3: Cumbersome customs clearance process in Russia
The procedures for customs clearance in Russia are cumbersome, and the efficiency of different customs clearance points in Russia varies, and the number of types of goods declared at one time also affects the speed of customs clearance.
Solution: Before shipment, Neptune Logistics project department communicates with customers in advance about the required documents for customs clearance, and hands over the documents to relevant departments for confirmation and processing, so that possible problems and anomalies can be eliminated first. Thus, the goods can pass the inspection faster after arriving at the customs warehouse to ensure the timeliness and convenience of customs clearance.
Difficulty 4: Unloading requires special access authorization
The final destination of cargo delivery is the new Urengoy Airport, and the loading and unloading equipments and personnel all need access permits before they can finally enter the airport for unloading, which requires a certain degree of coordination and integration ability of the three parties (manufacturer, logistics company and consignee).
Solution: Neptune Logistics project department sorted out the operation rules and requirements of each step in the transportation process in advance and made a good planning scheme. Reporting the relevant information of loading and unloading equipments and personnel in advance, and quickly applying for a good access certificate to start the safe unloading work after the arrival of the goods.
